19 Nov 2006: Kerala chief minister & team visited Mullapperiyar dam

Putting high hopes on his November 29 talks with Tamil Nadu Chief Minister M. Karunanidhi on the Mullaperiyar water level, Kerala Chief Minister V.S. Achuthanandan said inter-State water disputes could be resolved only through talks.

He told a news conference here after visiting the dam on Saturday that the entire State was looking forward to the outcome of the talks.

Signifying the importance his Government attached to the issue, the Chief Minister, along with the three other members of the Cabinet committee on Mullaperiyar, visited the dam on Saturday morning following an alarming rise in the reservoir's water level that caused widespread panic in the region. He is the first Kerala Chief Minister ever to visit the 111-year-old masonry located close to Kerala's border with Tamil Nadu.

20 Nov 2006: Kerala demands new dam at Mullaperiyar

As the rising waters in the 111-year-old Mullaperiyar dam in Idukki district threaten to spill over and swamp nearby villages, an all-party meeting on the issue Monday demanded construction of a new dam.

Kerala Chief Minister V.S. Achuthanandan, speaking to reporters after the meeting, said the general consensus was for a new dam.

'It was also decided that there should be some arrangement to drain out the rising waters at Mullaperiyar. Presently there is no sluice to drain out the rising water. We are hoping that the Dec 29 meeting in Delhi when the chief ministers of both Tamil Nadu and Kerala meet would evolve a consensus,' said Achuthanandan.

The present water level in the dam is 138.50 feet - a new high in recent times.

The rising waters of the dam, situated 240 km from here on the Kerala-Tamil Nadu border, prompted the local administration last week to alert villagers living on the banks of the Periyar river to move elsewhere.

23 Nov 2006: Karunanidhi threatens to withdraw from Mullaperiyar dam talks

Tamil Nadu Chief Minister Thursday threatened to withdraw from the Nov 29 talks with Kerala over the Mullaperiyar dam and again move the Supreme Court to resolve the issue.

Expressing his 'astonishment' over the Kerala government's move to send naval officers to check the safety of the 111-year-old dam, Karunanidhi wrote to Prime Minister Manmohan Singh and United Progressive Alliance (UPA) chairperson Sonia Gandhi that Kerala had not taken permission from his government.

'It is astonishing to note that in a dam owned and maintained by the government of Tamil Nadu, the government of Kerala has taken an unilateral action to deliberately interfere with the safety of the dam without taking any permission from the government of Tamil Nadu,' Karunanidhi wrote.

23 Nov 2006: Naval experts examining safety of Mullaperiyar Dam

An experts' team from Navy on Thursday began examination of the Mullaperiyar Dam's safety on a request from the Kerala government, official sources said.

The 19-member team, led by commandant N K Reddy, is expected to make a thorough examination of the 111-year-old dam whose storage level has become a subject of wrangle between Kerala and Tamil Nadu for the last few years.

While Kerala has persistently held that raising the storage level above 136 ft was fraught with danger, Tamil Nadu wanted the storage level to be raised further in stages.

The issue has assumed a garrulous dimension recently with the water level in the reservoir going up above the 136 ft set as safety mark by kerala following torrential rains in the catchment areas on both sides of the border.

23 Nov 2006: Mullaperiyar Dam issue: Kerala asks Navy to give up mission

Following the Centre's intervention in response to Tamil Nadu's objection to the appointment of naval experts to examine the safety of the Mullaperiyar Dam, the Kerala Government on Thursday directed the team to give up its mission.

Kerala asked the 19-member team to abandon its mission to facilitate the November 29 talks between the two states on the contentious issue.

Shortly after Tamil Nadu Chief Minister M Karunanidhi threatened to pull out of the talks, Union Water Resources Minister Saifuddin Soz asked Kerala's Water Minister to call back the Navy team.

14 Aug 2007: Kerala decides to replace Mullaperiyar dam with a new one

Thiruvananthapuram, Aug 14: Kerala decided to go ahead with the construction of a new dam at Mullaperiyar, replacing the 111-year-old dam, which has been a contentious issue between Kerala and neighbouring Tamil Nadu.

''The cabinet decided to construct a new dam in place of the existing Mullaperiyar dam. The Irrigation Department has been asked to prepare a project report on this,'' Chief minister V S Achuthanandan told reporters after a cabinet meeting here.

The dam would be constructed at the site, which was recommended by the Central Water Commission in 1979, he said.

A team of officials from Tamil Nadu and Kerala had earlier identified the location downstream, near the present dam earlier.

The issue had run into a legal fight between the two states.

While Kerala wanted the water level at the Mullaperiyar to be maintained at 136 feet, Tamil Nadu insisted it to be raised to 142 feet to draw more water for irrigation purposes.

The cabinet also decided to convene a special assembly session from September 4-20 to enact legislation, Mr Achuthanandan said and added about 14 ordinances would be taken up during the session.
